Change in North Carolina law, now killing an enslaved person is murder

The Columbian Centinel, Boston, Massachusetts, Saturday, March 31, 1792, contains an article on p. 2 — an “Extract from the North-Carolina act respecting slaves” It speaks about a change in the punishment for killing a slave. The change is that killing an enslaved person no longer punishes the perpetrator for a crime of property but for murder.
The newspaper’s masthead states “Printed and published on Wednesdays and Saturdays, by Benjamin Russell, in State-Street, Boston, Massachusetts, NO. 6, of vol. XVII.”
