A small article on p. 6 “City’s Only Negro Barred From Iowa County Fair”: “Two concessionaires at the Sac County Fair, Sac City, Iowa, signed statements indicating that they will not discriminate against anyone, after they had been charged with refusing to sell a ticket to the city’s only Negro, Isaiah MacArthur. The statement was signed by Sheldon Shorter, who operates concessions at many Iowa fairs and J. B. Lybyer, of Arkansas, who leases a go-go girl concession from Shorter. Lybyer was accused of refusing admission to MacArthur, 40, who moved to Sac City from Brooklyn, N.Y. James Thomas, director of the Iowa Civil Rights Commission, said MacArthur and Lybyer told conflicting stories about the incident and there was no way to resolve the matter based on their conflict.”
